[Q] How do you ignore AT&T software update?

Hi guys, up until now, i have been using Package Disabler to ignore the mandatory AT&T updates that are forced unto my unrooted S6E. Unfortunately, package disabler has stopped working for me, and I've also heard rumors that the developer was asked to unpublish the app. If you guys know of any other way to block these AT&T updates, please share your methods to me. If possible I would like to avoid resorting into rooting my phone in order to accomplish this.

The current build/baseband version on my phone is: G925AUCU2AOF3
Due to this unfortunate turn of events, I'm afraid of turning my phone on and having a mandatory AT&T update install only to lower its performance.

Ignore network extenders

Possible on a rooted 4.2.2 Jellybean Droid Mini to disable all connection to network extenders?

My phone periodically connects to a neighbor's extender and it's actually worse than the normal crappy connection I get from the house.

I'm hoping there is a database setting or some config I can tweak to disable that. I can't believe that they would design these things so that I have no control whatsoever in regards to how my phone connects to the network. This seems like a major security issue to me.
