Making a fake spec phone know its own specs

Bought a 7" phone off aliexpress a few months ago, it was supposed to have 8 cores (had 4), was supposed to have 4gb RAM (had 512mb), was supposed to have 32gb internal storage, had 2gb.
Now, i've had the complaint up with the seller and they proposed a refund large enough for me to accept - and i get to keep the tablet.
My problem: It pretends to have the promised specs and this results in a number of errors, mainly connected to the RAM always being full and never automatically wiping since it believes it's not full, and since the phone thinks it has all the storage in the world, it always starts downloading apps and such before i get the information halfway about it being full.

So, i want the phone to know itself. I've successfully rooted the device, so i actually want to keep the rom, i just want it to know its true limitations.
Can i change the perceived specifications of an android device? (I've already tried to get the seller to help, but they - despite the sizable refund - pretend they think the device it up to its specs =/ )
