Best way to ensure that sdcard1 is always used

I have installed CWM11 and a new kernel. The phone is liable to be go very slow and unresponsive running maps and sat nav. Often it freezes up. I have just uninstalled Here! and installed cycle streets in the hope there will be an improvement. Any suggestions welcome but also is there a way to mandate all apps be installed in the external sdcard?
